The idea of him being a dangerous, powerful enemy to the turtles has always generated the tension and ongoing friction -- knowing that, if he could, he'd kill the heroes in a half-shell in a heartbeat. So the idiocy of his henchmen serves as something of a contrast to their boss's serious intention and demeanor. Then Baxter Stockman is a character that we all here love.
