Metro Manila will always flood during heavy rains as it is in a delta. The idea is to make the floods recede quickly and cause no damage. The Flood Management Master Plan is in its initial stages. One technical step is improving the pumping stations around the city that pump out water during flooding.

There are too few of them, and too old and therefore inadequate for the needs of today. Adding and improving the pumping stations is one of the steps being taken. It will not happen overnight, but it is beginning to happen. Second is the social problem of removing informal settlers near waterways.

They live in inadequate housing, which is a danger to them, but they also partly cause the flooding because of the pollution of the waterways they engender.

But implementation has begun though again is in its initial stages. Third is the desilting of the rivers and the abatement of Manila Bay pollution. Desilted waterways will make the water from the heavy rains and floods flow out faster to Manila Bay and keep them less in the streets and homes.
